「有能なアメリカ政府関係者たちが、国を勝ち目のない戦争に
引きずり込んだと主張する"The Best and The Brightest" 」
と読めるのではないでしょうか？

と区切ると少し分かりやすくなりますね。

モヤモヤしていたものがスッキリしました！
僕の間違った解釈の過程はこんな感じです。
～made the case the best minds
まで読んで、
なんのこっちゃ？？the case the best minds？？名詞が続いてる、、何を作ったの？？
ということで、
made the case「論証する、主張する」
と、
best minds「良心」
を調べました。
ここで日本語に囚われてしまい、結果的には
この範囲の中で英文を無視して勝手に訳を作ってしまった形になりました。
そういえば以前も先行詞が離れている文で分からなくなる事がありました～(><)
